International Trade Compliance Specialist

Assists and supports the organization in complying with, as well as the ongoing preparation, testing and monitoring of conformance to, the requirements of government regulations and/or regulatory agencies.
Performs evaluation of internal operations, controls, communications, risk assessments and maintenance of documentation as related to regulatory compliance and recommends appropriate changes.
Conducts and facilitates internal and external audits to identify, evaluate, disclose and appropriately remedy risks and deficiencies.
Coordinates the preparation of and may prepare document packages for regulatory submissions from all areas of company as well as for internal and external audits and inspections.
May serve as point of contact for interactions with regulatory agencies for defined matters.
Legal degree is not required.
International Trade Compliance Specialist (Shelton)The ITC Specialist is responsible for all day to day transactional trade compliance activities required to import or export PerkinElmer's raw material, components, consumables, samples, software and finished goods.
This includes transactions related to purchase orders, sales orders, inventory transfers and items shipped free of charge.
Day to day activities include ECCN/HTS classification, determining other government agency requirements, valuation, country of origin determination, free trade agreements, transfers of technology and export licensing, and encryption and technology control plan management.
This position will be required to work closely with other functions at the site that are involved in or are decision makers in the above activities.
This includes but is not limited to Purchasing, Engineering, Quality, Distribution, Logistics, Accounting & Finance, Human Resources, Sales and Marketing.
ResponsibilitiesTransactional compliance Classification:
Use product descriptions and technical data to determine export classification and import classification of saleable and purchased products.
Update classification database system (GTS) with classification information.
Respond to daily classification inquiries from customs brokers, government agencies, customers, and vendors.
Valuation:
Understand acceptable methods of customs valuation and provide guidance to site on appropriate method to use for specific scenarios.
Export Licensing:
License determination on PerkinElmer products using US & regional import and export licensing requirements for hardware and technology.
This includes end-use / end-user restrictions that would require an export license.
Other Government Agencies:
Determine if other applicable government agencies apply to PerkinElmer's products to ensure compliance with local / regional requirements.
Provide instructions for the declaration of required information to these agencies.
Denied and Restricted Party Screening:
Customer Care performs screening for denied and restricted parties; however, this position should have knowledge of embargoed countries, the denied screening process including manual screening, detection of red flags and/or risk of diversion to embargoed countries to determine if a transaction may be restricted.
Country of Origin:
Understand and implement country of origin rules at site.
Manage the use of preferential or non-preferential free trade agreements.
Recordkeeping:
Monitor and maintain recordkeeping for import and export compliance in accordance with local regulations and PerkinElmer's Internal Control Plan.
Program management Participate in global/regional meetings to represent the site's compliance activities.
Attend training & seminars pertaining to ITC regulations and policies, which may impact the site's operations.
Escalation /incident Management:
Capable to report unusual business activities that may result in a violation and/or government inquiry, audit and/or visit to management and the Corporate ITC department.
Participate in monthly Site Trade Advocate calls including the preparation and presentation of metrics.
Basic Qualification3-5 years of trade compliance experience (life science industry preferred).
HS and export control classification.
Critical SkillsProficient in SAP and GTS.
Ability to communicate at all levels of the business.
Good analytical and troubleshooting skills.
Excellent customer service skills complimented by an ability to listen to and interpret client requests.
Strong verbal and written communication skills.
KnowledgeAbility to detect when the site's business model (acquisition, new product release, distribution model, etc.
) will impact the site's trade program.
Experience using SAP and SAP Global Trade ServicesOther Requirements:
Must be able to remains in a stationary position more than 25% of the time.
Specific vision abilities required by this position include without limitation, the ability to observe details at close range (within a few feet of the instrument), distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus in order to perform the essential service functions of this position.
Occasionally operates a computer and other office machinery, such as a calculator, copy machine, and computer printer.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
